Description
The styling for <select> elements does not match the styling for other <input> elements.
All inputs have a border radius of 4px and a min-height of 30px, while <select> elements have a border radius of 3px and a min-height of 28px.

There's already #48420 to discuss and improve the form controls CSS.
As pointed out in the related dev note published on the Make block, see https://make.wordpress.org/core/2019/10/18/noteworthy-admin-css-changes-in-wordpress-5-3/, the admin CSS changes in WordPress 5.3 are a work in progress pretty much like anything else in WordPress Core and will be iterated in the next versions.
