export namespace document missing

Description

An export XML document specifies 'xmlns:wp="http://wordpress.org/export/1.2/"' but ​http://wordpress.org/export/1.2/ returns 404 -- oops. The document should be restored or the exporter should indicate the correct location (I haven't been able to find it elsewhere, though). I didn't test 5.x but assume the problem exists there, too.
