Zone with regions is not working logically

I have created one zone and added the twp postcode of the United State.

By mistake, I have selected the country India and added the Zipcode of US and a flat rate is displaying.

This Trac is for the bugs and enhancements for the WordPress core. WordPress itself doesn't handle eCommerce or shipping and from the looks of your video you're using WooCommerce. As such I'm closing this ticket.
