Parent options not working in Gutenberg

Description
No option to assign a parent under Quick Edit or Document Settings.
Already have multiple pages.
No security plugins installed.
Tried loading http://localhost/wp-json/wp/v2/pages with my website instead of localhost. Page loads but doesn't show any of my pages.
Please help...!

Welcome to WordPress Trac! Thanks for reporting this.
As you expose the API route you suppose to get JSON response, try to access this route in Postman or any other tool for REST API.

I've just realized that a solution to make this work is to publish my pages. Should it not still be possible to assign parent pages when using draft or private mode?

Yes, currently the Parent dropdown only lists published pages. We're already tracking this issue in #8592.
Document setting missing parent option
