A regression for the checkboxes was fixed in https://github.com/WordPress/gutenberg/issues/23989

Thanks @passoniate for your report. I was able to reproduce this way back to WordPress 5.0 where also the left border was partially cut-off.
Not sure it's an accessibility issue though, as the checkbox is visible and focus indication is visible as well. More a visual glitch. Should be reported upstream on the Gutenberg repository though. https://github.com/WordPress/gutenberg/issues/
