Add WordPress version number to dashboard even if wordpress is outdated

Description

When WordPress detects there is a new update, the current version number displayed in dashboard is replaced with a link prompting a WordPress update. The current version information is important especially in this context as very old unmaintained installs have a greater potential of being broken by an update so it's important to know just how out of date the WordPress instance is.

Suggestion: add the update link in addition to showing current version information instead of replacing current version information.
