Featured image is missing 'Alt Attribute' value on the edit window

I noticed that the inserted 'featured image' is missing 'Alt Attribute' value on the edit window even when one is provided in the media gallery. I switched themes to ensure that the issue is not specific to the theme that I am using, but it persisted.

• To replicate the issue, insert a featured image that has an alt text and inspect it on the edit window. NOT on the public site

• The ‘Alt Text’ showed when the same image was inserted into the content area proper.

I came across the issue as I was working on a feature for my plugin that will help users ensure that they provide 'alt text' for all images in use on the page.

With 5.5 RC1 releasing tomorrow, this is being moved to 5.6. If any maintainer or committer feel this can be resolved in time or wishes to assume ownership during a specific cycle, feel free to update the milestone.
