Description

When you Set a Site to Cover-Template and give it a Site-Image Chrome 80 for Android resizes the Site-Image when scrolling down.
Also the Down-Arrow isn't in viewfield.

I think this is the same as https://core.trac.wordpress.org/ticket/48837 so for now I am going to recommend that this is closed to focus on a resolution there. If that isn't the case we can always iterate to a solution.
