oEmbed should not trigger for urls with fragments

As reported in #meta4346 WordPress's link autoembeding embeds links with fragment anchors attached and ultimately causes the links meaning to change.

For example, the embed for will just be the Writing Posts page with no link to the specific section.

I ran into this today when I tried to refer a forum user to this specific part of a handbook page:

What happened instead is that the link was stripped back to this when it got embedded:

We have such great anchors all over the handbooks – would be great if we could use them in the forums without having to use workarounds.

@dd32 I noticed in the Meta ticket you said "it might still be best to disable the embedding of URLS for the support forums." – seems like that could be a great interim solution, since the core issue hasn't been fixed in three years. Is that something you'd consider at this point?
