Description
WordPress should auto insert alt text as it does for title text at the time of the image upload.
Because of alt text is essential both for accessibility and SEO purposes, I think it should be provided by default as many people forget to write it or ignore it as they don't know its importance.
Later they get to add them manually only after an SEO audit tool report or when they manually check each image themself.
If not auto, insert, at least there should be a prompt for entering alt-text every time a user add image/images to the media library.
It will merely act as a reminder and eventually improve accessibility, UX, and SEO.

How can I merge this ticket with the #47456.

@mayankmajeji thanks for your report. This ticket was discussed during today's accessibility bug-scrub. As mentioned by Sergey, this issue is already tracked in #47456 where the prevalent opinion is to _not_ insert the alt
text automatically and improve the UI instead. Please see there for more details and do feel free to join the conversation there.
