    3 This sounds like plugin territory to me, and there are plugins like [https://wordpress.org/plugins/pretty-link/ Shortlinks], [https://wordpress.org/plugins/custom-permalinks/ Custom Permalinks], or [https://wordpress.org/plugins/mts-url-shortener/ URL Shortener] that seem to handle it well.
