newly created sites are being saved with http and not https

I have a recently created multisite under 5.4 using subdomain architecture. At least a good part of the time, when I create a new site, its URL is saved as http and not https. The site itself is accessed via https, so why WordPress is somehow ignoring that and using http is not clear, but it trips up part of the functionality later on:

The failure becomes apparent when creating a new page or post and attempting to publish them. The error is

"Publishing failed. You are probably offline."

This has already been discussed in #27499. I don't think anything has really changed from that decision.

There is room for a filter to more easily allow https default, but we can continue that discussion on the other ticket.
