Hi,
every time I want to edit a page, I get the pop-up "Welcome to Block Editor". (see here: https://einstieg-in-wp.de/wp-content/uploads/2019/12/wordpress-531-block-editor-willkommen1-1536x731.jpg) It's really getting on my nerves now. The pop-up appears only when I right-click the "Edit" link and select "Open link in new tab". I often practice right-clicking on "Open link in new tab", especially when I want to edit several posts one after the other from a search results list and don't want to miss anything.
This incorrect behavior can be observed under Linux Mint in Firefox 75.0. In the Cromium Browser (Linux) the popup appears only the first time, after that not anymore, as expected. In Firefox / Mac the behaviour cannot be observed either. Only the Linux / Firefox combination is affected.

I do not know this parameter LocalStorage. I have not changed this setting (I couldn't even find that parameter). The security settings in menu "Browser Privacy" are set to "Strict". Changing them to "Standard" has no effect, pop-up still appears.

Your privacy settings might disable LocalStorage, and the popup always shows when in Firefox's private windows.
Thanks for pointing out the report on GitHub. I'll close this ticket then.
Do you have LocalStorage disabled in this browser?
The preference setting for displaying these things is stored in the browser's LocalStorage, so if that is disabled or otherwise set to a very high privacy setting (where it clears it), then the message would come back on later loads.
Given that you seem to only be able to create the problem in this browser combination, it would be worth investigating what the browser was configured to do with LocalStorage.
