Adding substitution to before_title, after_widget, after_title in the widget module

Description

For some reason before_title, and other widget formatting, do not support the substitutions applied to before_widget.

I'm adding a patch to widgets.php which adds it.

possibly on before_title, but definitely not after. and definitely not the ID. remains the class, which is not needed to style. use .widget_class h2
