WordPress 5.4.1 ro_RO problems

Hello!
When I tried to update to 5.4.1 ro_RO, the update failed. After couple times I finally upgraded it but there was a problem updating cause you can not see a bunch of pages from the admin panel, you can only see the shape of the buttons, no text no you can now what are you actully doing. I tought it's an update problem. You are getting pages like update plugins, update and half of the admin right bar screwd.
In the ending I found out that de language was the problem so I switched to US so I can properly manage the website. There are couple lines in the ro_RO language missing, error messages, bunch of buttons etc.
Try to install an 5.4.1ro_Ro version and you guys will find out what I'm talking about.

From which version of WordPress are you updating from? 5.4?
Can you try with a fresh version of WordPress with no plugins activated and the default theme? I've done this, and didn't notice the issues you're mentionning.
