About page: correcting the order of headings

Description
The "Maintenance and Security Releases" heading (H2 level) comes before the "Say hello to more and better" heading (H1).
In 5.4, the H1 headings on the About, Credits, Freedoms and Privacy pages had been moved lower than in previous versions so the text would be unique for each of them (#49295).
Moving the changelog section (including the hr tag) below the intro feature section is probably the simplest fix here.
