Keywords has-patch added; needs-patch removed

@whyisjake we usually display the latest changes at the top of the changelog items:
https://github.com/WordPress/wordpress-develop/blob/5.3.3/src/wp-admin/about.php

50269.1.diff also fixes the wrong _n() number values in the first patch.
