Make the right side does not scroll when I scroll the left side.

See the ADD A NEW PAGE/POST page?
We have 3 columns there:

FIRST COLUMN - Dashboard, Posts, Media, Pages, Comments, etc.
SECOND COLUMN - Add Title, the page/post editor, slug, image Gallery, etc
THIRD COLUMN - Publish, Categories, Tags, etc.

right?

Position the mouse in the middle column and scroll the page down.

Third column scrolls too. That is bad, be cause the third column has commands lke Save Draft and Publish that I have to click all the time, forcing me to scroll up and down constantly.

Put the the third column on an iframe or inside a DIV that just scrolls if I intentionally scroll it.

That will make the world happy 😃

You are using the classic editor, I guess.
This behaviour is implemented in the default block editor.

Yep, the classic editor. Sorry but I do not like the other one.
If that enhancement is implemented on the classic editor it will be amazing.
