Problem with the "Site Address (URL)" field in the General Settings Screen

Description
The instructions say "Enter the address here if you....." underneath the field. It's been like this for years. The keyword is "if". If my "Site Address" is the same as the "WordPress Address", this assumes I should leave this field blank. But it doesn't do that. It pops up with an error message (see screenshot)....

It's a required field - not a field based on a condition. I think the description should be changed to better instruct the site administrator on what to do and not popup an error message if Site Address is left blank.

Suggested revision for description text:
Enter the same address here unless you want your site home page to be different from your WordPress installation directory.
The text has had a few changes over the years, but "if" has been part of that since changeset:1203.
