In site-health.php page- reduce the padding of Site Health Status heading <h2>. it takes more space around the paragraph.

This is a quick fix, which I totally agree with. It looks much more natural without the padding, thank you.

50638.patch is the same fix, just refreshed to remove the padding instead of commenting it out.
