This is a bug:
It is a right PITA and needs to be addressed, the sooner the better.
You cannot continue to explain this away as "documented behaviour" - that is unacceptable, because it is not an acceptable way for software to behave.
I think most users and plugin/theme developers would much rather you focused on fixing this than implementing new features. Don't you?

I'm follow-up on close candidate tickets.
The Support topic link shared is for a plugin. I agree with @SergeyBiryukov that WordPress Core itself provides the means and this appears to be a plugin issue.
I'll close this ticket as it does not appear to be an issue for Core to solve.

Hi there, thanks for the ticket.
That support topic is for the All-in-One WP Migration plugin. It's up to the plugin author to automatically flush the rewrite rules after the migration so that no manual action is needed.
As far as I know, WordPress core already provides all the necessary hooks for that to happen, so this currently looks like an issue with the plugin rather than WordPress itself.
