Description
Hi everyone,
Summmary:
The permalink 'link' that was available in the post title block in 5.4 is now missing from 5.5
Full Screen Editor Screenshot:
The Problem:
If a user wants to access their permalink after updating or publishing the post or page the only option is to mouse to the opposite corner of the dashboard before it disappears. This is terrible for users with limited mobility
Desired Outcome
A persistent Permalink link next the Publish/Update button should be available and easily tabbed to by users with limited mobility.

I thank you all in advance for your consideration in fixing this issue.

- Focuses ui added
Hello @josephdickson, and thank you for reporting this issue.
This ticket was discussed during last week's accessibilty bug-scrub.
The Accessibility Team doesn't really think this is an Accessibility problem, given that, as noticed, the permalink is permanently available in the Document tab of the Block Editor.
Nonetheless, the Accessibility Team recognize that having the permalink reachable with a single click and in a position where people are used to find it would still be useful and worth of consideration.

Reported upstream in the Gutenberg repo: https://github.com/WordPress/gutenberg/issues/24915
Clarification on severity:
I assigned this 'critical' as this is the default view of the post editor for every user visiting a post edit screen for the first time.
