"Preview" button requires two clicks

Description

Getting queries from users in Support forums that preview button in editor requires two clicks to preview a post/page.

Yes, they got four options under the "Preview" button: Desktop, Tablet, Mobile, and Preview in New Tab, and this is completely perfect. But now it requires two clicks to preview because of the choice of device options (an extra one click).

Most of the users want that either there should be an option to set a default choice of the screen to preview or if possible all four preview options should be independent on screen and not under the "Preview" button.
