Block navigation needs to highlight child element instead of the highest parent block

Description
When you have a cursor on some element in the block editor and open to see where it is on block navigation possibly to get to a level above the highest element will be selected and there is no way to recognize on which element you are staying.

#51161 (and its related GitHub issue) address how the focus is indicated, and here it's about which block is focused when opening the List View.
This discussion still fits better on GitHub, though, probably in a new issue. Or else the List View Design Updates issue might be close enough.
