Add option to hide the URL field from blog comments

Description

It would be great if the option to hide the URL field from blog comments were added to the Discussion Settings.

I'm getting people leaving messages because they can link their name to their website. It's not spam, so the filters don't catch it, it's a real person who is trying to advertise on my blog or improve their SEO. Guess they don't know that won't work.
