Description
There seems to be no way for the WordPress site admin to opt-out of the constant persistent "Welcome to the new block editor" popup when creating a new page or post. It seems impossible that the WP dev team has not considered this. So there must be a good reason for it. I would love to know.
IMHO, inability to opt-out of this recurring pop-up qualifies a bug that should be fixed ASAP. There are multiple instances of this issues being mentioned by WP users.

Until one or both of these is ready, Luke's temporary fix could work on individual sites:
