Add Reusable blocks tab on Blocks panel when are posts with post_type wp_block in the trash

Description

If you have blocks in the trash, the tab with reusable blocks supposed to be in Blocks panel and blocks are also listed but marked like trashed.

If you have reusable blocks but managed to move them to trash, you cannot return them from the trash from Editor or access this post type through a link in admin and you don't have Reusable blocks tab on blocks panel in Editor either.

Hi @oglekler. Thanks for the feedback. I'm going to close in this favour of ​https://github.com/WordPress/gutenberg/issues/26408 which is related.
