Classic Editor format is all messed up after last release of WP

Description
Some of the editing tools end up in unexpected places - e.g. insert link.
"Update" and "Publish" do not work. Need to go into block editor to make these happen.
The "visual" tool bar is shown again at the end of the page.

This could be due to an old plugin with jquery functions that were removed, which cause errors and the core scripts can't run.
Please test with a clean installation or the https://wordpress.org/plugins/enable-jquery-migrate-helper/ plugin.
