on a multisite, the upgrade task for plugins and themes are done in the network level. Each sites

@sebastienserre Thanks for the report!

I've tested this in WordPress 6.8.2 and confirmed that update-related core cron events are only registered on the main site in a multisite installation, not on subsites.

I'm closing this ticket as invalid.
