Issue With Theme Installation and Default Listing.

Description

I uploaded new theme by using Hosting But It is not display in new version WordPress 5.5.3. I can not see "Add new button" and theme listing etc. please check screenshot.

Hi there, thanks for the report!

I could not reproduce the issue on a clean install. Looking at the code, the Add New button is not displayed on Multisite installations (since new themes are installed in Network Admin there), or if the current user does not have the install_themes capability. Could you check if your site is a Multisite installation, and the user has the capability?

I'm removing the 5.5.3 milestone, as that version is already released.
