Issue With Theme Installation and Default Listing.

Description

I uploaded new theme by using Hosting But It is not display in new version WordPress 5.5.3. I can not see "Add new button" and theme listing etc. please check screenshot.

Hi there, thanks for the report!

I could not reproduce the issue on a clean install. Looking at the code, the Add New button​ is not displayed on Multisite installations (since new themes are installed in Network Admin there), or if the current user does not have the install_themes capability. Could you check if your site is a Multisite installation, and the user has the capability?

I'm removing the 5.5.3 milestone, as that version is already released.
