Inline Image width z-index issue with the media library

Description

If I add an image into the paragraph (inline image) and click on it the width box will appear.

If I then press 'inline image' again so like I wanted to replace the image the width box appears over the media library

Hi @chrisallen10up!

Thanks for this report! I am able to reproduce this, but it will likely need to be fixed upstream in the Gutenberg repository on GitHub.

I've gone ahead and opened a ticket there with this report and tagged you so that you can follow along. Once this gets fixed, the changes will be synced over when the NPM packages are updated in WordPress Core before the next release.
