Replace Media Button on Image Block is misaligned

I have tested this in WP 5.6 with default 2020 and 2021 themes. To recreate:

1: add an image to the page
2: click on image and then click on Replace Button
3: pop up window is either black or the actions are only partially seen as everything is floated way left of the visible window.

Sorry, it's supposed to say blank not black. - The .components-popover_ _content div is either blank or you see only half of its contents.
