Support TikTok shorthand URL for embeds

Description
It was reported in a Gutenberg ticket (https://github.com/WordPress/gutenberg/issues/28263) that when using a shorthand URL (like this: https://vt.tiktok.com/ZSTD5bW7/) for embedding content, the embed fails.
The reporter indicated this is the URL provided by the TikTok native app when using sharing options.
Seems like this is something WordPress could support, and there are other cases of shorthand urls being supported (Kickstarter, flickr, and youtube).

Quicky update, as per my message here - https://github.com/WordPress/gutenberg/issues/28263#issuecomment-762004628 - it looks like this is something TikTok themselves don't support, so nothing can be done. I'll close the ticket.
