Description

There was an issue in how the packages were built for Gutenberg on the WordPress 5.2 branch stemming from [47946]. This has been resolved upstream in Gutenberg, and we need to bring these changes over to core.

After a build, there are some changes to the RSS block that come back in the build process. It looks like they should be there, and committed.
