Extra check to create administrator account

In a site I manage, we usually need to create many users. All of the are not administrator but when we create it we can commit an error and assign them administrator role by mistake.

It would be great if we had some kind of extra check to avoid this kind of mistakes.

An administrator who creates users can take care but after many users, if someone commits an error, it can create a big security problem.
