Editor should not default to Full Screen mode

Hi All,

The default to Full Screen behaviour for editing posts/pages is infuriating for me - all of my tools reside in the easy to access side menu, so each time I go to the editor, I have to disable Full Screen mode first - maddening stuff really as I am working on a minimum of 30 sites at any one time.

Similar to my ticket #52491 (about Tips Pop-Up), could we not have this behaviour switch in the database rather than the browser cache, as my browser resets each time I restart (which in my opinion, is just good practice for a dev environment).

Similar to the Welcome Guide Tips Pop-up, setting this preference according to the user profile relies on issue GB15105. There is also a more specific issue for the fullscreen mode setting: GB27129.

For anyone who wants to change the setting immediately, the Disable Welcome Messages and Tips plugin also disables fullscreen mode when the page loads.
