Remove the duplicate restapi-jsclient tests from CI

The restapi-jsclient group is run separately during CI on GitHub Actions but the tests in this group are already run as part of the main test run. This group is not excluded anywhere, so they are duplicate tests.

Let's remove them to save a few seconds.
