Description
On WordPress 5.7 Beta 3, the Custom Spacing controls in the Block Editor are not appearing when using add_theme_support( 'custom-spacing' );
.
If the Gutenberg plugin is installed, the controls do properly appear.

We should get this fixed in 5.7 RC 2 since it's a feature that was added in 5.7.
I've opened GB29277 which should fix the issue. It can be added to Core when I update packages on Monday.
