Custom spacing controls not appearing

Description

On WordPress 5.7 Beta 3, the Custom Spacing controls in the Block Editor are not appearing when using add_theme_support( 'custom-spacing' );.

If the Gutenberg plugin is installed, the controls do properly appear.

As 5.7 RC1 is happening in less than 30 minutes and there's been no activity on this ticket, moving it to 5.7.1.

We should get this fixed in 5.7 RC 2 since it's a feature that was added in 5.7.

I've opened GB29277 which should fix the issue. It can be added to Core when I update packages on Monday.
