It seems that this is an issue with a plugin or theme as the code in the notice is not any I recognize from WordPress Core.

Please retry after deactivating all plugins and themes. If you are still having issues, please open a support topic in the ​WordPress.org Support Forums.

Hi,

I have not installed any plugin now. just default Twenty Twenty-One Version: 1.2 installed in local system.
