multisite uploads not working on windows 10/xampp after change blog_upload_space

If i modify the "blog_upload_space" at /wp-admin/network/settings.php, then media uploads not working nowhere.

Environment: php 7.4.16 / windows 10 / XAMPP / WP 5.7.1.

PDF returns with "unexcepted response", Images returns "the post-process error".

I check on a fresh install too (no plugins), everything worked until I switched it to custom value.
If i clear "blog_upload_space" and uncheck the settings, not working.

Also tested on Ubuntu, fresh install, works well.
