anchor link after copying adds admin url

Description

I have a small image e.g. an arrow with an anchor link on it e.g. "#section1". I copy this image and want to edit the link. Then it adds the complete admin url to the link like this: https://linksweb.com.br/major-model-management-brasil/

Hi @jbsz0544 and thanks for the report!

Could you add screenshots and/or steps to reproduce?

I have had a similar experience in the block editor 28115 (which seems to have been fixed in the plugin and should be in the next major release). However, I am not able to do the same in the Classic editor, if that is how you encountered the problem.

I can reproduce this issue in the block editor in WP 5.8.1. After copying an internal link from one position to another it always changes from

#headline-1

to

http://domain.test/wp-admin/post.php?post=87512&action=edit#headline-1

The editor always adds the complete edit post URL to the anchor.
