When adding a plugin/theme via "add new plugin/theme" it should show if the plugin/theme is translated or not

Description

When you add a new plugin via the plugin menu and click on "Add new plugin" it should show if that plugin is translated to the site language.

Eg: show the flag or something of that nature with a checkmark or a cross...?

Of course, you could argue that if the explanation/plugin name is translated the translation is "done" but as a polygot for nl_BE and nl_NL myself, I can say that isn't the case. Since we have a TON of plugins where the readme isn't translated and even visa versa.

Great suggestion! This could also result in more user participation in translating plugins and themes they want to use.

It would also be helpful that this is done for theme's as well.
