Description

Searching for a translated german plugin title fails if the search string contains a special character like a german Umlaut on
de.wordpress.org/plugins/search
and on site which german locale
/wp-admin/plugin-install.php?s=(...)

Faced this while searching for ​https://de.wordpress.org/plugins/public-post-preview/

Because this happens both on wordpress.org and when performing the search within the Add New Plugin page in the admin, I'm thinking that this is something that needs to be adjusted over on WordPress.org.

Please open a ticket over on ​https://meta.trac.wordpress.org/ so that the Meta team can look into this.

If it does turn out that changes are required in WordPress Core itself, please feel free to reopen this and add more details.
