Delete User defaults to delete all content - Multisite Administration

Description
Hi everyone,
Concern: When deleting a user in WordPress Multisite the default option is to delete all their content.
Because it is easy to confirm a deletion by reflex content could be lost to a mistake and not recovered unless a backup is restored.
Possible Solution: By default select another user to assign the content to.
The linked image is an example of the default option after hitting delete on a user within multisite user administration.

Additionally when a user is selected... Delete all is still selected by the radio button.
Possible Solution: Select Attribute all Content to: user automatically.

This was partially fixed in [22166] / #20045, but not for the network admin, as noted in comment:13:ticket:20045.
We're already tracking this issue in #23361, let's continue the discussion there.
