Fatal Error Recovery mode not accessible - dashboard not available

Hi,
A friend's wordpress dashboard is completely down, after an older plugin threw a fatal error. https://make.wordpress.org/core/2019/04/16/fatal-error-recovery-mode-in-5-2/#utm_medium=referral&utm_source=facebook.com&utm_content=social
The recovery link was not accessed quick enough, and I was not able to access the dashboard when clicking through, it showed an error message - "Recovery Mode not initialized." and the WP dashboard itself was broken and all links were locked down.
To make matters worst, I logged into her host (earthlink) and deleted the problematic plugin manually which did not cure anything.
Is there anything I can do from her host platform?

I see the site is available to visitors after deleting the plugin, even if you still cannot log in to the administration.
