Toggle icon button menu not changing colors

Description
When I go into the customization tool to customize my header, and I click on the toggle button to change the color of the icon, I can't change the color of the icon. I can change the color of the background, but not the color of the icon. I also tried changing the color in custome CSS, but I can only change the background color and not the icon color

The toggle button should be to the right of the search icon, but it is currently white when i have tried to change it to any other color but white. You can see in the design of the toggle menu that I have selected the color black, and its not allowing the color change.
