    initial v1  
    11- Add `wp/v2/menus` endpoint.
    22- Add `wp/v2/menu-items` endpoint.
    3 - Add any other REST API infrastructure needed by Navigation block.
     3- Add `wp/v2/menu-locations` endpoint.
     4- Add any other bits needed by the Navigation block that I've forgotten about 🙂
