Hi there and welcome to WordPress Trac!
Many websites, including WordPress.org, use your IP address and other information sent by your browser to detect your location and language. They do this do show you messages à la "This site is also available in [your language]. [Switch language]".
According to your support post you're in Latvia, so it sounds like the country detection is simply not super accurate in your case, and thus potentially displaying an incorrect language.
That can happen though as there is never 100% accuracy with this kind of detection.
Certainly not the works of hackers :-)
