Twenty-Twenty-One: place holder Image block, options are not aligned in small column

Description
When adding an image block to a post inside a small column, the display of the placeholder option are stacked on vertically and not aligned. The default alignment is a left alignment, but two of the options are centered.
It was reported in a [GitHub issue](https://github.com/WordPress/gutenberg/issues/35812)
Steps to reproduce:
*Activate Twenty-Twenty-One Theme
*Create a Post
*Add a Column block select the three column variation
*Add an image block in one of the columns.
Versions:
WordPress 5.8.2
Gutenberg 11.9
