Provide information about the "Navigation Menus" admin screen

Description

On a fresh install of WP 5.9 Beta 2, the "Navigation Menus" screen is an empty post type list screen. It's pretty confusing and I think it's necessary to add some information about this screen.

The usual way to provide information about an admin screen is to use the help tab system, but given this is a new feature, we may probably want to add a small info notice on this screen as well.

The Navigation Menus item will be removed in 5.9 Beta 3. I just tested PR 2048 (which is a backport from Gutenberg) and it is indeed removed.

Closing this ticket as reported-upstream, as it's been removed in Gutenberg (and I'm not sure if any of the other reasons are a better fit).
